Owner / Governance Action Guide
For the president and process owners. Every action below is a human decision; the engineering is built and fail-closed.
The one screen to watch
v_process_axis_owner_decision_flow (RP route /registries-pivot/AX-PROCESS/owner-gate) — 12 decisions, each tagged with required actor, reversibility, and whether it flips official coverage.
Decision order (do these top-down)
- PROC-OWN-01 — assign AX-PROCESS axis owner (president vote, reversible, flips official RP path). Without an axis owner nothing downstream can be official.
- PROC-OWN-02 — ratify AX-PROCESS (CANDIDATE→ACTIVE) + canon (president vote, irreversible birth, flips official RP path). Makes the axis a legitimate assignment target.
- Assign owners to the 6 candidates (process owner, reversible): Backup-DR, Perm-Guard, Reconcile, Health-Mon, Content-Publish, Approval-Lifecycle. Then CONFIRM each.
- PROC-OWN-03 — register job:cut (president vote, irreversible birth). The sole verified candidate → first official process.
- PROC-OWN-04 — dot:kg family (HOLD): needs a REAL_RUN first; do not register yet.
- PROC-OWN-05 — activate 7 process. events* (president vote, reversible).
- WPC-DOCKER-RUNTIME + 8 dot/bin reconcile (process owner): assign owner / register-or-quarantine.
What you will NOT be asked to do
- Click a checkbox to "approve" — there are no checkbox approvals; actions are deliberate buttons that preview first.
- Let an AI cast your vote — the quorum requires a human president; AI can only review and recommend.
Safety you can rely on
Even after you approve, an action with an unimplemented handler is blocked from executing (fail-closed). Births are irreversible and counted; the system never creates one silently.
