Codex blocker CODEX-T2-PACKET-INCOMPLETE (from CODEX_FIX7_N_NUMBER_OR_N6_REJECTED)
reported the T2 v0.2 pre-Codex review packet was missing 6 manifest-listed
load-bearing files. All six are now published byte-exact at their review-packet
paths, matching the hashes already pinned in HASH_MANIFEST.txt:

The packet now fresh-reconstructs from KB: shasum -a 256 -c HASH_MANIFEST.txt
→ 10/10 OK (exit 0), backward no-unlisted OK, packet_tree 08a17307… matches,
bash commands.sh → OVERALL_RESULT: PASS (exit 0). The only integrity change was
the README §3a correction (SUT now published, not "by reference"), which moved
README 73a9f980…→0bd3569e… and packet_tree b221f224…→08a17307…; the nine
non-README pins are unchanged.
Missing-file adversarial probes (mf_probes.py) fail closed 7/7 (remove-file,
drop-manifest-entry, tamper-hash, untracked-raw-evidence, report-PASS-but-absent,
duplicate-entry). The report-vs-file audit was updated with a file-existence check
that closes the blind spot which originally let the defect through.
Objects TKT-OBJ-254..262 registered via governance addendum (no registry-JSON
rewrite); registry-MD header + 00-index pointer updated surgically.
No N7/N8/P7, no seal, no promotion, no FIX7/production/PG/Directus/registry-row/ system_issues mutation, no REAL_RUN/QT001/permit/activation/repoint/cutover occurred.
Remaining (unchanged, authority/operator-only): V02-PB-CONTENT-BIND-PROMOTE,
V02-PB-NVSZ-1, V02-PB-PROMOTE-1 (+ non-blocking framework handoff V02-FW-DUP-MANIFEST).
Next for T1: close CODEX-ALIGNMENT-PACKET-INCOMPLETE (publish the alignment
packet's authority_seal_encoder.py + codex_probes.py) and CODEX-N6-DUP-DECLARED
/ CODEX-N6-DUP-MANIFEST (real-N6 verifier duplicate rejection), then route a new
independent Codex review. The T2 side no longer blocks proof-convention verification.
