On 2026-06-11, T2 packaged the usable base layer of Tool-Kiểm-Thử — a reusable structural-evidence and governance testing layer — consolidating the proven v0.2 / NVSZ / packet-completeness / fail-closed / governance patterns. This is not the semantic Text-as-Code / IU Smart-Brick layer, which remains explicitly deferred.

Highest honest verdict is L3. L4 (IU traceability), L5 (semantic Text-as-Code), L6 (release/bundle) are deferred; the overclaim guard (harness P10 + gate G3_overclaim_guard) makes any L4/L5/L6 token a fail-closed condition.

Fresh reconstruct

The pack was fetched back from KB into a clean /tmp directory after publication and re-verified: shasum -a 256 -c HASH_MANIFEST.txt → all OK, tree pin match, bash commands.sh → OVERALL_RESULT: PASS, python3 harness/tkt_base_harness.py → 10/10 fail-closed. Byte-exact round trip confirmed.

Remaining (unchanged, authority/operator-only)

TKT-BASE-GOV-FOLD-1 — apply the canonical registry/index fold for 326..342 (owner/GPT; blocked while T1 active). Base pack is fully usable without it.
V02-PB-NVSZ-1 — designate the real no-vector root (owner/operator). Base packages the no-vector policy + dry-run; raw evidence stays local+hashed+ regenerable in the interim.

Boundary preserved

T1's FIX7 lane remains at FIX7_N7_N8_P7_AUTHORITY_INPUT_PACKET_READY (awaiting owner OWN-1). This macro touched no FIX7 / N-number / N6 / N7 / N8 / P7 surface, no canonical registry/index body, no production, and made no Codex call or owner ask. v0.2 remains NON_AUTHORITY / NOT_PROMOTED.

Next step (after T1 safe point)

Owner/GPT authorizes and confirms T1 inactive on the shared registry/index → apply TKT-BASE-GOV-FOLD-1. Future TKT Semantic Extension (L4–L6) only once IU metadata/relation/semantic-lint inputs exist.
