On 2026-06-11, T2 independently reviewed T1's FIX7 P0 dry-run + rollback + execution-readiness packet. Working only from governed KB bytes (not reports), T2 recomputed all four packet trees byte-exact (dry-run 02b200e5…94e6, planning f470d0d0…0fe8f, seal 3890cd34…2a234, bundle 1b824b91…ab26), verified the N7/N8/P7 authority seal from the source JSONs (all three digests MATCH; P7 alone does not authorize execution; boundary IMPLEMENTATION_EXECUTION_REMAINS_BLOCKED), confirmed TKT Base L0–L3 at ceiling L3 with no overclaim, confirmed staging isolation (/tmp mktemp, 11/11 forbidden surfaces untouched), confirmed rollback PROVEN_IN_STAGING with production rollback correctly NOT_APPLICABLE, and confirmed the owner decision template defaults to HOLD/UNSIGNED.
T2 re-ran T1's validator (PASS on good data), reproduced T1's 20 bad-input probes (20/20 fail-closed), authored 22 new independent probes beyond T1's harness (22/22 fail-closed), and ran an end-to-end tamper test (exit 1, no PASS/seal token leak). One non-blocking hardening gap was found (T2-REC-ROLLBACK-HARDENING-1: validator does not require after_apply_hash != before_hash); it is not a defect in T1's actual evidence and admits no overclaim.
Verdict: the packet is ready for an owner/operator decision on a future implementation-execution-no-production macro. This review authorizes nothing; execution and production remain blocked; default is HOLD.
