One-paragraph state

The non-blocking T2 recommendation T2-REC-ROLLBACK-HARDENING-1 is closed by a hardened rollback validator that requires after_apply_hash != before_hash on every claimed staging mutation, so a fabricated rollback proof with no real mutation now fails closed. The hardened validator is a strict superset of the original (no gate removed), proven by a full-packet no-regression cross-check (original validator PASS, hardened validator PASS, original 20 probes 20/20 fail-closed) plus a selftest and 7/7 fail-closed hardening probes against the real frozen T1 rollback evidence. It is published as a separate patch packet marked REQUIRED_FOR_FUTURE_EXECUTION_MACRO; the original dry-run packet and the T2/Codex review artifacts were not modified or deleted. Governance backlog 225..429 is contiguous, collision-free and readable, so the fold is ready but not applied (owner/GPT-only; live T1/T2 lane race) — FOLD_READY_PACKET_ONLY. This macro reserves TKT-OBJ-430..441 above ceiling 429 via a standalone addendum (APPLY_NOW=NO).
