FIX7 Legacy Disposition Design Amendment Approved - Option Beta

Codex confirmed a design amendment was required and approved Option Beta. The standalone five-value legacy-disposition model is removed. No classifier, CASE policy, LEGACY_* semantic drift, STUB body path, manual DO_NOT_TOUCH exclusion, new surface, new readiness gate, or new hash contract is permitted.

The amended authority contract is uniform: exact scope from sealed #20 roots plus #11 analyzer closure; every member moves to approved unreachable ownership with unchanged definition/body and effective privileges exactly equal the complete sealed #21 desired set. Structural object class may select syntax mechanics only, never policy.

Invariants remain 27 authority surfaces / 11 runtime-evidence non-authority / 14 readiness gates / 7 top-level hash contracts. T1 blueprint patch and Codex recheck 3 are required. Implementation, Stage 2.6B, permit, REAL_RUN, QT001 apply, activation, repoint, and cutover remain BLOCKED.
