Codex did not author real N7, N8, or P7.
The engineering harnesses remain reproducible, deterministic, drift-free, and anti-hardcode-clean in the available secondary reconstruction. Final authority sealing is nevertheless blocked because:
- required actual governed-KB rehearsal artifacts are missing;
- the encoder accepts invalid/empty authority values, empty report sets, and duplicate report records;
- the proposed N6
active_corpus_sha256remains classifiedREHEARSALand is not provenance-enforced.
AS-P1 is only partially closed and fails for real sealing; AS-P2 is closed; AS-P3 and AS-P4 are not closed.
The reviewed canonicalizer and Packet V3 tree hashes remain candidates only. They are not official authority pins.
Implementation and all production actions remain blocked. No Stage 2.6B, permit, REAL_RUN, QT001 apply, PostgreSQL, Directus, registry, or system mutation is authorized or performed.
Required next phase: T1 must close field-grammar, authority-provenance, report-set, and governed-KB packet blockers; then the owner must issue a new final-seal review macro. A separate later macro is required for implementation authorization.
