Codex completed the final design-approval review after T1 returned DESIGN_READY_FOR_CODEX_FINAL_APPROVAL. All six checks PASS (A T1_FINAL_PASS_CONFIRMED, B CP06_PATCH_ACCEPTED, C NON_REGRESSION_ACCEPTED, D ZERO_HARDCODE_FINAL_ACCEPTED, E PG_NATIVE_DRIVEN_FINAL_ACCEPTED, F FEASIBILITY_SCALE_FINAL_ACCEPTED). Zero blocking proposals; one optional editorial note (OBS-01).

Invariants at approval: exactly 27 authority surfaces · 11 non-authority runtime-evidence tables · 0 new readiness gates · 0 new top-level hash contracts (H01..H07 intact).

Approval scope: the FIX7 design is the official approved design baseline. This authorizes only the next, separate implementation-planning / authoring phase. It does NOT authorize production implementation. Implementation, Stage 2.6B, permit, REAL_RUN, QT001 apply, and owner/ACL cutover remain BLOCKED until each is explicitly authorized at its own gate.
