• Reject full chain atomically: exact A5 fails encoder grammar; official artifacts emitted = 0.

Step 4 — Two Hats

• Coder hat: execute authoring/rejection toolchain and local checks.
• Reviewer hat: independent logic/self-review and rerun.

Step 5 — Verify

• Paste real command outputs and exits.
• Verify manifests and packet trees.
