State

• Codex's CODEX_FIX7_AUTHORITY_REJECT (AS-P1..AS-P4) is closed at the contract layer by T1.
• The authority-seal layer is now executable + byte-exact + acyclic: authority_seal_encoder.py (--selftest 22/22 exit 0) + authority-seal-encoder-spec.md/.json define N7/N8/P7 domain tags, fixed rosters, order, encoding, and fail-closed behaviour. Grammar proven byte-identical to canonicalizer rev3.
• N7 never binds N8/P7; N8 binds N7; P7 binds N7+N8. has_cycle = False. Order N7→N8→P7.
• No N7, N8, or P7 seal was authored. No owner approval fabricated. Only FIXTURE digests emitted (labelled NOT-A-SEAL).
• Engineering unchanged: Packet V3 tree b95df0a5…ca6d; canonicalizer rev3 49c386a9…b734d0 (rev3, 38756 bytes) remains an engineering-verified candidate, not yet an official pin.

True blockers (authority inputs only)

• N7: approval-event inputs A1/A2/A3/A5 (owner + Codex).
• N8: Codex signer identity, timestamp, parent checkpoint, report set + Codex authorship.
• P7: Codex runs seal_p7() and records the pin.
• OWN-1: owner blueprint decision (owner-decision-packet.md).
• IMPL-OWNER: separate implementation-macro authorization after a seal PASS.

These are genuine authority inputs, not engineering or contract gaps.

Boundary

FIX7 implementation remains blocked. No production mutation, PG/Directus/registry/system_issues mutation, REAL_RUN, QT001 apply, permit, activation, repoint, cutover, registries-pivot, or auto-birth repair is authorized.

Next

Route the patched closure packet (encoder + spec + n7/n8/p7 rev2) to Codex for a new seal macro. Codex runs the encoder with the authority inputs and authors N7→N8→P7. Do not redo Packet V3 engineering.
