Where things stand

1. Engineering COMPLETE and Codex-confirmed (Codex Recheck-9 V3 CODEX_RECHECK_9_V3_AUTHORITY_BLOCKED: eng PASS, Article 13/14 PASS, no hardcode defect; Packet V3 tree b95df0a5…ca6d, 32 files survived fresh-fetch 13-gate rerun + V2-attack replay).
2. Authority closure packet self-Codex-audited. Before spending a Codex checkpoint, T1 inspected the closure packet the way Codex would: live-read 17 sources, INDEPENDENTLY re-verified the canonicalizer rev3 pin first-hand (38756 bytes / 49c386a9… / revision 3; the 38735 char-count vs 38756 byte-count reconciled via 11 non-ASCII chars), cross-checked every field across 12 sources, scanned for overclaim, confirmed locks.
3. Result: packet is self-clean. No safe T1 packet fix needed; no overclaim; no fabricated seal; no engineering contradiction. Remaining blockers are true Codex/owner authority actions only: N7 (approval-event inputs), N8 (Codex detached seal), P7 (Codex rev3 pin), OWN-1 (owner blueprint decision). R9-B5-RES = optional tooling residual; NA-DUP = N/A rationale.
4. No implementation. No FIX7 implementation; no production/PG/Directus/registry mutation; no REAL_RUN/QT001/permit/activation/repoint/cutover; no registries-pivot; no auto-birth repair; no self-approval; no fabricated N7/N8/P7 seal; no Codex call.

Next decision

Owner picks an option in owner-decision-packet.md (Option 2+ authorizes the seal, supplying approval-event inputs A2/A5); then the self-Codex-audited closure packet routes to Codex/authority to author N7 → N8 → P7. After a pass, the FIX7 implementation macro proceeds only under fix7-implementation-precondition-checklist.md (11 hard gates). Until then, Packet V3 and the rev3 candidate stay unchanged.
