Codex Recheck-9 V3 returned CODEX_RECHECK_9_V3_AUTHORITY_BLOCKED: engineering PASS, Article 13 PASS, Article 14 PASS, no hardcode/disguised-hardcode defect; Packet V3 (tree b95df0a5d2f41f80bea0cef8621c1f8bb0f6b49a40175116418494ed4141ca6d, 32 files) survived Codex's fresh-fetch 13-gate rerun and its own V2 laundering attack replay.
