Phase-1B is a valid decision bridge. It converts the accepted Phase-1 runtime truth baseline into an Owner-facing blocker matrix, documentary-lag separation, corrected findings register, R1-R5 macro packages, execution order, TD gate, and OD-1..OD-8 decision prompts.

No Phase-1B blocker is falsely marked resolved. No remediation package is write-authorized. No Claude patch is required before Owner chooses the first package.

The only defect found is non-material: the execution report lists the decision packet content_length as ~25,800, while Agent Data metadata reports 32902. The packet body is present, rev1, untruncated, and internally complete; this is a metadata typo, not a material review failure.

  6. Does it keep technical design gated? PASS. Section 6 keeps full TD gated and only permits scoped read-only/diagnostic work after Owner opens a package.

  7. Is any blocker falsely marked resolved? PASS. The packet explicitly says every blocker remains OPEN and "No blocker is marked resolved."

  8. Is any package over-authorized? PASS. Each package contains forbidden actions and write-enabled approval requirements. No package authorizes writes, DOT execution, materialization, schema changes, GUC writes, or gate flips.

  9. Is a Claude patch needed before Owner chooses the first package? NO. The ~25,800 content_length in the execution report is a stale approximate metadata typo. It does not alter the decision matrix, caveat application, package gates, or Owner decisions.

Caveat Audit

C-1 PH1-F1 surface correction: PASS. Evidence in packet: PH1-F1 row says corrected surface is Dieu 39 / KG provenance, HIGH, universal_edges=2199, 0 provenance, "no provenance=quarantine." It explicitly rejects the old RISK-BYPASS classification.

C-2 PH1-F3 split: PASS. Evidence in packet: PH1-F3 is HIGH for birth-dependent/canonical-dependent TD and MEDIUM for non-birth scopes.

Documentary-Lag Audit

PASS. Section 3 separates documentary lag from runtime blockers:

  • RISK-BYPASS: old active bypass; runtime auto-approve neutered, residue remains.
