Progress

• Step 0: read all 36 INCOMEX rules; query OR, Constitution, report-location and council precedent through Agent Data in the main process.
• Steps 1–2: identify knowledge/dev/laws-new/reports/codex/ as the centralized Codex review collection and knowledge/current-state/reports/ as the cross-agent Reports Hub.
• Step 3: publish the two PIDX v0.3.3 reports to the centralized Codex collection.
• Step 4 reviewer hat: publish an evidence-bound AI Council prompt to Reports Hub.
• Step 5: read back every new KB document and verify search discoverability.
• Step 6: record council state and correction gate.

Assembly / conservation / data flow

• Existing Agent Data collections and report conventions are reused; no new schema/tool is introduced.
• Original topical PIDX report records are preserved; no document is deleted.
• Data flow: local reviewed reports → centralized Codex KB collection → Reports Hub council prompt → independent council outputs → correction matrix.
• OR update: not required unless the council discovers a reusable operating-rule defect.

No Codex finding has been retracted or silently edited. Correction requires at least two independently authored council reviews and a synthesis matrix. The repo rule prohibiting background agents was honored; this agent did not impersonate Gemini, Claude Code, or another council member.
