Mission

Resolve T1 CP-01..CP-07 blocking proposals, address CP-08..CP-09, and rerun strict hardcode, PG-first/native/driven, feasibility, scale, and no-guess review.

Progress

• Read skill, Operating Rules, Constitution v4.6.3, T1 checkpoint, and all focused-review docs.
• Re-scan prior package for direct and disguised hardcode.
• Publish corrected byte-level DDL, typed FKs, sealed root catalog, and typed operands.
• Publish sealed thresholds, canonical hash rules, and definitive Directus read path.
• Publish retention and Level-B identity bindings.
• Run final strict self-review.
• MCP upload/readback.

Hardcode Findings Reproduced

• Gate freshness/performance/count policy was written as numeric prose/literals.
• required_count=1 was embedded in a DDL CHECK.
• Root code catalog seal/activation/ownership was incomplete.
• Cross-child references could be implemented as generic envelope references.
• Hash byte representation and collation/order rules were incomplete.
