Mission

Convert corrected FIX7 architecture into a complete implementation specification that T1 can review and implement without choosing governance-critical details.

The prior PG_NATIVE_DRIVEN_READY_FOR_T1_IMPLEMENTATION claim remains superseded. This package authorizes T1 review only; it does not authorize implementation or any live action.

Progress

• Read skill, Operating Rules v7.58, Constitution v4.6.3.
• Read T1 checkpoint/report through Agent Data MCP and supplied macro.
• Confirm all 12 T1 blockers are valid.
• Complete 14-document implementation spec package.
• Run 20-point self-evaluation.
• Upload/read-back MCP.

Three Declarations

1. Permanent: every governance-critical choice is represented by typed constrained PG schema and exact lifecycle, not agent interpretation.
2. Impossible to mistake: missing schema/quorum/hash/epoch/evidence/pipeline detail is a FAIL and prevents implementation/live activation.
3. Automatic: exact-set guards, activation quorum, verifier freshness, epoch serialization, pipeline evidence, and no-go tests operate without manual readiness decisions.
