• Validate RP-01..RP-08 and their cross-impact.
• Apply RP-04/RP-05, RP-01, RP-06, RP-02, RP-07, RP-03, RP-08.
• Preserve exactly 27 authority surfaces.
• Keep runtime-evidence non-authoritative.
• Add zero-hardcode and PG-first/native/driven recheck.
• MCP upload/readback.

Codex Refinements To T1 Proposals

• No separate runtime_evidence_object_set; typed object rows use counted surface #20.
• No expected-constraint operational JSON payload; typed constraint/index rows use counted surface #20.
• capability_environment folded into capability_run.
• Blanket same-human UNIQUE rejected; slot UNIQUE plus manifest-driven separation used.
