• Independently validate P-01..P-04 and cross-impact.
• Patch CP-06 P-01/P-02/P-03 and RP-03 P-04.
• Update cross-impact, self-review, verdict, and checkpoint.
• Run strict final local scan.
• MCP upload/readback.

Three Declarations

1. Permanent: mutable behavior remains sealed data; protocol constants are reviewed/versioned.
2. Impossible to mistake: PG FK/exact-set/hash/catalog enforcement fails closed.
3. Automatic: evidence dereference, scope, membership, ordering, and index disposition are PG-derived.
